It is in the best interest of the community to make certain these men have the dominant influence and to assist them in their effort. Unquestionably the interests of the community are not satisfied and not served by the rule of the masses but only by the leadership of those whom nature has equipped with special talent for that purpose. The masses are not experts, the masses do not posses thinking power, and certainly, the masses are not divinely gifted. Only individuals have these powers."
